Labor Supply and Income Effects of the Earned Income Tax Credit and Welfare Programs

چکیده
This paper examines the effect of the Earned Income Tax Credit (EITC) and welfare programs on the labor supply and income of single mothers. We characterize the nonlinear budget constraint under these programs using a piecewise linear approximation and estimate nonparametrically a structural labor supply function. Employing a flexible functional form, we show that the EITC effect on hours of work is heterogenous. An EITC expansion increases the hours of poor single mothers whose tax credits increase with earnings and decreases the hours of those not so poor whose tax credits decrease with earnings. These two effects cancel each other, which explains why the EITC is found to have little effects on the average hours of work. Despite its disincentive effect on part of the population, the EITC effectively increases the family income of all affected groups. ∗Department of Economics, University of Guelph, Guelph, Ontario, Canada, N1G 2W1; email: [email protected]. The Earned Income Tax Credit: Targeting the Poor but Crowding out Wealth
In this paper, we quantify the effects of the Earned Income Tax Credit (EITC) from a macroeconomic perspective. We use an incomplete markets model to analyze jointly the labor supply and saving responses to changes in tax credit generosity and their aggregate and distributional implications. In line with existing literature, our results show that the EITC is an effective policy instrument to ra...

205 National Tax Journal Vol. LX, No. 2 June 2007 Abstract With many countries considering the adoption of a system of earned income tax credits, it is useful to analyze how different types of credits affect labor supply and earnings. This paper focuses on a 1999 reform to the UK tax credit system, which increased the value of the credit and reduced the phaseout rate. Using panel data, with ind...
متن کاملAn Evaluation of the Swedish Earned Income
Over the last twenty years we have seen an increasing use of in-work tax subsidies to encourage labor supply among low-income groups. In Sweden, a non-targeted earned income tax credit was introduced in 2007, and was reinforced in 2008, 2009 and 2010. The stated motive of the reform was to boost employment; in particular to provide incentives for individuals to go from unemployment to, at least...

In this study, using the overlapping generation (OLG (model and the Stochastic Dynamic General Equilibrium (DSGE) approach, the optimal form of labor income tax rate and capital income tax functions is extracted for the economy of Iran using annual time series data during 1357 to 1397. The results of comparing the calibration and simulation of the designed model show that the optimal functions ...
متن کاملThe Effects of Time Limits, the Eitc, and Other Policy Changes on Welfare Use, Work, and Income among Female- Headed Families
Of all of the welfare reforms that were implemented during the 1990s, time limits may represent the single greatest break from past policy. This paper expands on what is known about this important welfare reform measure by exploiting the predictions from Grogger and Michalopoulos (2003) to estimate the effects of time limits on welfare use, employment, labor supply, earnings, and income among f...
